UDM CONDEMNS PATHETIC SPENDING-RATE BY  GOVERNMENT ON HIV/AIDS

It is unacceptable that although we are halfway through the financial year, provinces have spent only a fraction of the money they were allocated for HIV/AIDS programmes.

What is more troubling is that the 4 provinces with the poorest conditional grant spending records are also the four provinces with some of the highest prevalence rates of the disease.

Factors that influence spending include levels of political support at the provincial level for HIV/AIDS interventions, the existence or otherwise of provincial interdepartmental strategies for HIV/AIDS and the amount of funds provinces dedicated to HIV/AIDS programmes from their own budgets.

The UDM calls on provincial governments to urgently heed the plea for help from the citizens of their provinces. It is time for MECs to practice their sworn oaths to serve the people of their provinces. It is the highest form of moral bankruptcy for the MECs to allow the death of millions rather than challenge the obviously misguided ideas of President Mbeki.
