is unforgivable that the MEC for Public Works in the Eastern Cape Legislature,
Phumulo Masualle, is being tied up with appointing consultants, drawing up
tender documents, advertising and other time-consuming exercises, whilst R317
million is waiting to be spent on road maintenance.
Eastern Cape roads require urgent attention. This Province is renowned for high
mortality figures because of high incidence of road accidents. Money is
available and there is a National Roads Agency, which efficiently attends to our
national roads. All that is needed is committed public servants to use this
Agency to ensure that funds available translate into safer roads in this
province before the financial year ends.
It is time for slackness to be eliminated by concern for public interest. An MEC
must not be permitted to spend half the financial year on re-inventing methods
to maintain roads.
