The UDM appreciates the new wisdom from Commissioner Selebi that the number of police personnel is actually a problem when it comes to crime prevention.

The UDM has said since the 1999 election that the Police Service should immediately be enlarged by 42-000, new recruits over a three-year period at a cost of 46 billion a year, if crime investigation and crime prevention is really a priority.  The government has up to now only paid lip service to the crime problem.  Hopefully it will now change, by recognising the problem (such as understaffing) and addressing it.

Another related issue deals with the lack of real power by the local MECs on Safety and Security as well as the dependence of the Provincial Police Commission on the National Commissioner.  Delegation (i.e. budget) to the provinces clearly does not work.  What is needed is decentralisation of the Police Budget and most crime investigation and crime prevention functions.
