R74 MILLION FOR HIV/AIDS

Though the announcement by Cabinet yesterday that it will make available R74 million for 2 000/2001 is welcomed, the UDM believes the amount is inadequate in the light of the endemic proportions of this problem.  Lack of clarity on how the money will be spent and detail on the programmes envisaged contributes to a suspect feeling over the earmarked amount.  We need to get assurance from Government that this money will not end up in another Sarafina debacle, but that it will find its way where it can really make a difference.

The UDM would urge the Minister of Health to get NGO's in the field of HIV/AIDS involved, and to use their experience, networking and knowledge as a vehicle to apply the limited funding for maximum results.  In this way, it could at least be ensured that the money is used where it will make a difference.  Government must enter into a partnership with these organisations.  The devastating effect of HIV/AIDS on the country and the economy is too gruesome to comprehend and leave to Government alone.

If Government is willing to enter into a partnership with Non Governmental Organisations, the chances for success will increase accordingly.
