MORE BITE FOR PUBLIC ACCOUNTS COMMITTEES

MEDIA STATEMENT ISSUED BY DR GERHARD KOORNHOF, MP
UDM SPOKESPERSON FOR FINANCE

The resolution adopted by the Association of Public Accounts Committees (APAC) to improve the status and role of public accounts committees is welcomed by the UDM.

The UDM believes that the following matters should receive attention:
1. A mechanism to enforce resolutions of public accounts committees tabled in Parliament.
2. Such resolutions tabled in Parliament should be debated in the Chamber.
3. Cabinet Ministers or MEC's in provinces should appear more regularly before public accounts committees, especially for those departments that are called regularly to appear before public accounts committees with regard to continuous problems.

An important principle is the division of powers between the Executive and Parliament. This will be enhanced when political heads of departments are called to account in a parliamentary committee, with parliamentary powers to act against Ministers when the state suffers financial losses or when the state does not receive value for money.
