TRADITIONAL LEADERS

STATEMENT ISSUED BY BANTU HOLOMISA as UDM President

During election visits to tradition authorities in the Northern Province by UDM Leaders, it was brought to their attention that the ANC Provincial Government is undermining the authority of the traditional leaders by ignoring the Constitution.

The legitimate complaint is the fact that the constitutional right of traditional authorities to serve in municipal councils is not implemented.

On December 15, 1995, Mr Roelf Meyer as Minister of Constitutional Development and Provincial Affairs co-signed a Proclamation of President Mandela in terms of which traditional authorities must be identified by the Premier to enable such authorities to serve on municipal councils to protect the interest of their communities.

Representations to the UDM from traditional authorities in the Northern Province reveals that this Proclamation has not been implemented and that only in Louis Trichardt and Potgietersrus has traditional authorities been given representation in the municipal councils.

The UDM is disturbed by the fact that while the ANC pretends to support and uphold the authority of traditional leaders, it in fact undermines that authority.

On behalf of the traditional leaders of the Northern Province, the UDM demands from the Premier to immediately take steps to abide by the Constitution and to implement the Mandela / Meyer Proclamation before the election on June 2, 1999.

Should the ANC Provincial Government not implement the Proclamation, the UDM will consider appropriate legal steps to safeguard the constitutional rights of traditional leaders in the Northern Province.
